Can I add new manager to allocate the points, also is it possible to change the current designation to Manager?

Yes, Admin can create a new employee with Manager role or can change the current access to Manager for existing employee
The path will be Admin → Employee data configuration →Employee list, here you will get an option to create a new employee and access role can be defined from here. For existing employees, admin can edit the access role in the same tab.
